This upgrade will halt agoric-1 chain. The state will be exported. The state export will be modified to remove account agoric1grgelyng2v6v3t8z87wu3sxgt9m5s03x7dax7m. The "vesting" module will also be upgraded to fix the "failure to persist vesting account" bug. The successor to this chain will be agoric-2.
