Signaling proposal for new collateral: stkATOM for Inter Protocol [PSM/Vaults]

This is a signaling proposal to onboard stkATOM as collateral for IST. Issued on the Persistence chain, stkATOM represents a Liquid Staked Token (LST) of ATOM. Positive outcome for this proposal would reflect the community's readiness and commitment to dedicating resources towards integrating stkATOM as a collateral source for the issuance of IST.
